Why use a VPN in Sweden?
Sweden scores high on internet freedom indexes, but its surveillance infrastructure tells a more complex story. The FRA (National Defence Radio Establishment) has conducted bulk interception of cable-bound traffic crossing Swedish borders since 2008, and in practice much domestic data is also captured due to how internet routing works. In April 2025, Sweden made its covert surveillance powers permanent, allowing courts to authorize secret installation of software on suspects' devices. A Sweden VPN is a practical defense against one of Europe's most technically capable signals intelligence programs.
Internet freedom and privacy in Sweden
Sweden is part of the Fourteen Eyes intelligence-sharing alliance and the Maximator group, meaning intercepted data can be shared internationally. The country's data retention regime has expanded significantly: proposals in 2024-2025 would extend ISP metadata retention from six to ten months and - in an unprecedented move for a Western democracy - would force VPN providers to log when a VPN connection is activated. The European Court of Human Rights ruled in 2021 that Sweden's surveillance regime violated privacy rights, yet the program continues with procedural reforms. On the privacy protection side, Sweden enforces GDPR through the IMY (Swedish Authority for Privacy Protection) and implemented its Cybersecurity Act (NIS2) in January 2026. The 2023 police raid on Mullvad VPN - which found no user data thanks to its strict no-logs policy - highlighted both the reality of state surveillance interest and the technical defenses available.

Frequently asked questions
Are VPNs legal in Sweden?
Yes, VPNs are legal in Sweden. There is no law banning VPN use, Tor, or other anonymity networks. However, pending proposals could force Swedish VPN providers to log connection metadata, making provider choice and jurisdiction important considerations.
Why do people in Sweden use a VPN?
Swedish users rely on VPNs to protect against the FRA's bulk cable surveillance, to prevent ISP metadata logging, to secure public WiFi connections, and to access geo-restricted content from other countries.
